1) draw in flash
2) save image and open it in photoshop
3) apply blur

flash 8 has filters

make an object a movie clip, then go to the properties window and click the filters tab for maximum profit

lots of neat stuff can be done with the correct filter rape

I tried to blur once

Everythin moved at maybe 5 fps
I wouldn't recommend doing a lot of it

Also iirc there's a plugin that converts the filters to bitmaps (sounds gay but is 100% accurate and doesn't overheat your computer)
