As far as I know they are upgraded versions of the normal tools that are still not as good as the golden tools but are easier to obtain.

With the exception of the shovel. The silver shovel apparently increases the amount of bells you get from hitting rocks by 10%

Also, Apollo is getting really friendly with me, which is awesome. I performed an errand for him just now and he complimented me and everything, which is very unlike him (he's a grumpy old man).
