Valve programs for PC. EA ports to 360.
Valve does not port anything, ever, from the 360--hence the dev console, the custom controls, the custom content, and all that good stuff--all for PC.
360 is the more popular platform, and is easier to showcase (the gameplay videos are from shows)
and the demo went to 360 first because it's more difficult to patch up 360 bugs, it's once again the more popular platform, and the 360 preorder cost more ($60.00 with no preorder discount.)

You know the demo went to 360 first for that reason... how? They got it earlier than they were supposed to even, bro.
Also given the fact that they were "fixing" things and did pretty much non-stop testing from the moment that the demo was originally SUPPOSED to be released on the PC until the moment it actually GOT released, people come to the conclusion that they ported the 360 version over, quickly, because there was something wrong with the PC version.
Kinda hard to prove otherwise, since it'd be pretty easy to put the PC features back in, and either way the demo would end up playing the same anyway.
