Mask Man:
He captures the forms of other beings in his weapon, the Face Stealer, so he can maintain a form for time limit. He can even transfer the the being's form into other robots. This helps Dr. Willy have a steady supply of powerful robot masters/warriors. When Megaman defeats him, he can use the Face Stealer to turn into an enemy he points at (or other object) for a very short time. During that time, he can't attack, but he can't get hurt either. It takes a longer-then average time to reload.

Next I'll make an 8-bit sprite and a drawing.

Yea, I've tried a couple times to come up with a good character design for this concept in the past but hadn't succeeded. And I feel I need to put more of the time I use for drawing on my original work. So I'll just post what the idea was for the heck of it.
