I don't know if the platform is supposed to be like this, but the shell should slow down in my opinion. --------------------

Try going out of the Room to the left and WATCH WHERE HE RE-ENTERS THE ROOM.

EDIT: I managed to get on top of the Level by almost literally crawling out through the right on the bottom level.
