I've looked at a few walkthroughs and I can't figure this out.

Spoilers:

I've beaten Primal Dialga and am now free from the guild. I just had the event where you go to evolve, and for some reason you can't. What do I do now to evolve and how do I do it?

You can't evolve your main characters untill you beat everything

I think once you beat Palkia or Darkrai actually

But where do I find them/how do I start the event to find them?

You need to recruit Dialga and Palkia, and then beat Darkrai.

It's part of the final event. I'm not sure how exactly to trigger each event, but just keep doing missions and that'll probably do.
Oh, and you need to recruit Palkia I think.

If possible, play it on an emulator and/or enjoy the story at your own pace. It's cute and emotional.

Also be sure to do some leveling up and stuff.

Well then again, I told you like, half the story on AIM...
