Maybe therefore have an easier-to-reach year criterion, but add another activity criterion like 'has X amount of posts in the last three months' or something.

I'm pretty sure that it's difficult to keep track of that.

And something like that might create more useless posts.

Your "extra criteria" idea is good, but it might need different requirements. Not that there's much to judge other than posts and lack of warns, mind you.
