I'm sorry, but that's just ridiculous IMO.
These are Sprite Competitions, and conceptually "sprites" and "animation" are extremely interrelated. Not all sprites animate, but a lot of them do, and aside from size it's this that is one of the most obvious things that distinguishes sprites as a class from other kinds of digital drawings.
Without animation and with a "pixel art only" limitation, there are only a few general kinds of things left that could be used in a game (e.g., title screens and maybe backdrops), and I doubt either of those were intended for this comp.
Plus, I thought there was a rule that Sprite Comps were not supposed to be for the kinds of pixel art that didn't fall into the category of sprites - and possibly a rule that animations were supposed to exist in all comps? (To be fair, there's also a rule, as I recall, that the comp creator has the primary say about themes as opposed to the strictly-defined rules, but to make a theme that completely contradicts one or more of the rules is kind of a different matter.)
It's clearly too late to change this competition now, but still... seriously. I do not think the competition should have been made this way to begin with.
