All of them so far, excluding Apollo Justice, had a English/Japanese language option in the Japanese versions.

apollo justice is the only one without a language swapper because it's the only one that was actually a new game

i highly doubt they're going to delay the japanese release of a new game for a (mostly) redundant feature
