No, I get the same problem at my mothers house.

She has a 1.5mbs ADSL connection, and there is frequent connection issues (Read, daily) and the download speed rarely goes above 5kbs unless it is a REALLY low usage time, which than it spikes to a max of 50kbs. Thank god the contract ended and she might move ISP's soon.

By comparason, my father has the same connection plan, different ISP and we always download at 150kbs, literally the same as the 30mbits cable we used to have, if not 50kbs or so slower.

Moral of the story? ISP's suck, and cable is not worth it.
