but how do you know what setting it is

it'd be quite stupid to not have the current admin not be able to see anonymous members

It's true, regular admins cannot see anonymous members. That was a design decision for IPB 1.3.

quick search will show no one is in the root admin group- current admin group isn't group ID:4 (root admin) so the setting wouldn't affect them.

not like spying on members really has any use- I don't really see much good that could come out of it
