HTML isn't a programming language because it does no manipulation of data.
Basically speaking, a language that has variables in it is a programming language or a script, and any other language is not.
A particular piece of code is a script when it does not have to be compiled to be run, and considered a programming language when it does. (Interestingly, GameMaker compiles all of your "scripts" when you run the game.)
HTML is essentially just a data format, since it is entirely up to the web browser to decode it and it is purely for display.
That said, I know HTML and a functional bit of PHP, and barely anything else.
