I mean its just an ordinary RPG except no battling
and annoying graphics

It's simple.
The stairs to the basement is in the kitchen, btw

After mom tells Yuu to tell your brother to turn down the volume after you looked in the basement, go to his room and talk to him.

Afterwards, go back to the basement, go to the top-right corner, and turn the electricity off. Go back to his room and get the batteries. Talk to mom. Talk to dad. Walk out and meet neighbor.
