My ROM's filename is just "Sonic the Hedgehog 2 (W) (REV00) [!]" and I'm using Fusion v3.61.

You need to select "Netplay" from the File menu and choose to join a netplay game. Then you would need to enter my IP (which I would send to you via PM if you ask me for it) into the box labelled "Server" and click Join.
