This doesn't look good...

I can almost hear that goomba say "derp derp" and "please kill me"

Ehh.. is this joke?

This guy is either 1) A n00b or 2) a troll. He joined a month back and said he was making a fangame he hadnt started. On an unrelated note, if you look at it right, it kinda looks like a walrus.

I don't think this guy is a n00b or a troll, but just a noob in the sense that he is new, not an idiot. He even states he knows it's awful, so try to help him make it better.
Enough people already said it doesn't look very good, or asked if it was a joke, so let's start helping.

Maybe you should start with something simpler? Try 8-bit spriting first.
If you must make this though, I suggest you
1) hold off and make it later after you have more expirience
2) work very hard on it and (unfortunately) start over

I think your goomba was stretched and squashed before he was put in the kart.

Keep practicing, and you'll get better.
I can tell that you tried to hand draw the goomba.

try keeping the sprites consistent,
you have the diameter and height of this guy fluxuating like crazy,
these are some pretty rough sprites to start off editing considering your working with 360 angles,
you'd probably be better off working on sidescrolling platformer sprites before you learn the basics.

About the sprites... well, it looks like this goomba got stomped on, didn't die and is now trying to drive a car. Please put the poor guy outt of his misery and make him full, instead a stomped on half dead goomba ;_;

I think that these are pretty good. They need a bit of work on the colouring, but apart from that, they're not that bad.

try tracing something.
It will help you get a feel for the shape of things.

Also, it might be a good i dea to test the animation before you submit things.
use a program like iaza or even gamemaker, which is what i use, anyway if you animate it it looks like this:

Moneyman and Roladka, feel warned. There are better ways to say that a sprite could be better.

I'm sorry to say that, but...
the Goomba looks a little crazy and like made of goo and only sightly like a goomba.

I have some basic steps for making a better Goomba Karter
1 take a Goomba in a similiar style as a base (preferably in 12 directions)
2 Edit it till it looks Mario Kart-ish
3 make your own using the edited one as a base
4 ALWAYS compare with some screenshots from other Mario games which includes Goomba (Except Hotel Mario)
5 put it on the Kart, but: Let Goomba face towards the steering wheel, except you want to make it steer with his feet because it lacks of hands.
6 Put Goomba into any GIF-Animator to test the animations.
7 Edit if necassary
8a If edited: Go back to step 6
8b Post it on MFGG when you think it looks any decent, but not before.
9 Read the CONSTRUCTIVE comments, ignore the others.
10a If changes are wanted (Other palette, some changes, etc.), go to step 6
10b If not, you'll only have to submit it.

He knows it doesn't look great.
Those are some good steps to follow though (Hotel Mario's goomba really wasn't that bad, was it?)

But it sure as hell didn't look like a goomba.
