Besides: Only seconding/thirding/fourthing/whatevering the Cave Story skin idea if it's dull-colored and pleasant to the eye. I can't stand bright skins.

Asking "why is there not a Cave Story skin" on a Mario forum makes just as much sense as asking why on earth a computer doesn't have a built-in cup holder. It makes no sense to expect as a given that something has an unrelated, even if useful, extra feature.

In other words, it's pretty silly to indignantly ask why an extra visual option that has nothing essential to do with the site doesn't exist, as if the option is necessary for a full forum experience.
