I can answer one question. ROMs are illegal, but its not like the police will hunt you down for them. However, you still cant link them on MFGG.

If you want a more in-depth explanation, I could tell you and yes, roms are illegal, but you will always need them to rip anything -------------------- EVERYBODY WHO READS THIS AND DISLIKES THE DIRECTION OF NEW MFGG i feel your pain :[

Wrong, actually. Roms are always illegal, no matter what. Certain sites would like to tell you otherwise, but it isn't actually true.

If it were actually dangerous to have roms on your computer, nobody would rip any sprites. There's really nothing to be afraid of.
