You can technically rip from certain PC games without rom hounding.

I personally find it a pretty harmless crime if you already own a legal copy of the game/it's an unreleased beta/etc, but I do get annoyed when people use them to play new games that are readily available in-store/online with no intention of paying for the legal product.

No. Using ROMs is not a felony. Murdering people and robbing banks are felonies.

also, Nintendo Power, their official magazine, actually used sprites from tSR once, so

ROMs are illegal, but nobody will come after you. In fact, I doubt anyone would care unless the company that made the game is still making money off of it, and even then you're still pretty safe. Using ROMs is just as likely to get you thrown in jail as installing the Homebrew Channel is likely to Brick your Wii.

in fact I wouldn't recommend it if you don't know what you're doing :|

I have never heard of a person that got arrested for downloading ROMs.
