A debate forum would create a place to get the debates and arguments out of the everyday discussion that you've made clear are allowed.

A lot of topics here you must not like then O:

debates and arguments are fine as long as they don't break the rules

why do you need a debate forum

if you want to start a debate, then fine, do it in the gc. It has worked before. But most of the time it doesn't turn out well, someone is going to get angry at someone. But if you can pull it off without that, then sure, post your discussion. No need for an additional board to do that

The proposed debate forum would have said argument eliminated from the topic and the person who provoked it the most kicked out of the subforum.
