No, Ho-oh needs all the bulk it can possibly get. The IVs are excellent, but I prefer Adamant or Impish. Plus with Stealth Rock so popular, he'll have a difficult time trying to switch in.

Rayquaza
Dialga
Palkia
Giratina

9. Any other pokemon may be used (this includes Tyranitar and all Rotom forms!)
