No, no it isn't.

With ODST you get Halo3 multiplayer on a separate disc. This is Halo3.

can't they do that in a map pack (they probably would)?

though, i do understand how it is somewhat good considering it comes with all of the map packs

yeah, I guess its better for those that have none of the new maps. But now owning halo 3 is even more useless to me than it already was!
