It is a great anime. Short, made of leftovers from Satoshi Kon's other movies, yes. But it has a gripping storyline, fantastic animation, great music by Susumu Hirasawa (and we all know how awesome I think he is), a wonderful English dub, and characters that are all distinctive and interesting. It gets very surreal, and I know it's not for everyone, but I suggest checking it out.

Spoilers:

When she was a child, Tsukiko was playing with her dog Maromi. She let go of the leash. Maromi ran into the street and was hit by a car. Tsukiko didn't want her dad to punish her for being careless, so she made up a story about being attacked by a kid with rollerblades and a baseball bat. her guilt and depression build up over the years untill the kid appears in real life by sheer force-of-will.

... Or something like that. It's hard to explain.
