Considering it does more than Aero and uses about an eighth of the resources, I'd say it's quite a resource hog!

Because it really needs to be 3D and have fish swimming in it.

You can disable it if you don't like it. If anything is blocking the cube (e.g., windows), it won't render what's behind it. It doesn't take much to draw a transparent cube and a few fish. It does, however, take a lot of CPU to perform pixel shading on taskbars and windows to make them blur.
