My guess as to why the voice is like that is because both, the male and female version of that character is voiced by the same person (who is a woman.)

But yeah, the first episode is making me feel sorta ehh about the series.

Even just that opening "action" scene before the opening itself, that girl does the exact same "Hu-huh!" gasping sound for one minute. It's actually kinda funny after watching that part several times. :S
