I use MS Gif Animator, which is freeware. Search for it on Google.

Bam Toni, you got it before I could.

That's honestly the best free one. Sure it doesn't have your fancy TWEENING, but your results are a lot less artificial. The extra effort you put into your GIFs make them more professional.
