The thing is, those kind of things require changing a single value or two.
Anyone can change alarm[0]=150; to say alarm[0]=90;. It's not that difficult.
Anyone can change a level's look. It's Game Maker. There's usually no coding required to make a level look different. You upload the file, make a tile set out of it, then just drag and drop onto the room. Again, this isn't difficult.
For the most part, you have the personality of a new Game Maker user: thinks that Game Maker can make anything, so you immediately go for the big stuff like MMORPGs, 3D games, and even Fighting Games. However, because they're new, they easily get confused, and understand very little of what they're trying to do. I actually realized this when you didn't figure out that shooting a hammer only required changing the fireball coding a slight bit.
Here's just my method of thinking: If this is honestly your first time using Game Maker, then you can either do 2 things:
1) Use an engine, assuming you're learning from it, and not just using it as a template for future games of the same genre. 2) Use the included help file. It has every single D&D icon and GML function explained, and it's not that hard to use. Eg. if you want to search what a function does (like place_meeting(x,y,obj)), then type place_meeting in it's search box. Not only will you get what place_meeting does, but every other place_code will be on the same page, so you'll get extra information.
You're aiming to make a fighting game, but you barely understand the basics of a platformer. Focus on learning simple GML actions and memorizing their function, because it seems ridiculous for you not to understand what functions like (instance_create(x,y,obj)) does.

Don't you think you should start with something simpler? I mean, a fighting game can be pretty complex. I should know, I'm actually struggling working on now. Since I started out with simple games first, I'm having hardly any problems with the programming, but if I was new to GM then I don't know what I would do.
Even if you get a expert programming to code the characters for you, you won't be learning anything about Game Maker because chances are the expert will be using advance things that you wouldn't know because you didn't work from the bottom up.
Anyways expert programmers that are willing to help are hard to come by, especially since you don't have a decent engine test.
Of course, if this expert is willing to teach you instead of doing the work then that would be better.
