How do you make fonts

All the programs I can find either cost tons of money, or are too complicated to use.

i'm not trying to create a font from scratch, i'm trying to use the font sprites from a game and make an actual usable font out of them

Well duh. I'm trying to make a font out of an image.

Not exactly sure how I'd use images in a game if I want there to be easily written text.
