You normally celebrate people actually doing things, not not doing things. Really, if anything, the holiday just says, "Look! We stopped this guy from blowing us up, and we want to remind you that any similar resistance will be dealt with similarly! We are awesome and invincible! YEAH!"
In other words, just more "We love the government" stuff.
BTW, it's rather ironic that you guys send off fireworks to celebrate the fact that someone else didn't do (granted, he wanted to set 'em off in parliament, but still...).
