It's basically a Yalta conference thing, with the heads of Peter Guzli the Tourist Guy and Evil Bert pasted onto the bodies of two people in the background, while Joseph Stalin is replaced by Robert DeGagne (Cordell Hauglie) and his cat Snowball (Jumper). But this has nothing to do with this topic as it is just one of those joke pictures, so to be on topic, let me just say that I hope these people won't mistaken pictures of movie scenes as actual photos.
