It's a small abandoned sea defence from World war 2 built in international waters. Although it should have been destroyed, it wasn't, and actually became it's own country instead. There's buildings on top of the 'structure'. They must have converted it into houses.

One of it's best features is the 'chainlift' that you need to sit in to go up and down.
