1. Valve is currently producing Half-life 2: Aftermath. They said they won't be doing anything non-HL2 for a while.
2. Valve has never directly developed anything that isn't for PC first. And unless there's a 360 version of Steam, I don't expect them to start making it for the 360 first/exclusively.
