NoMoreHotCoffee.com
An official website by Rockstar with the official patch for the PC San Andreas. It doesn't seem to break any third party stuff other than hot coffee (and trainers, but that can be fixed). It also fixes some other bugs, like so...

* Added support for 720p and 1080i HDTV resolutions (may also do 1080p, not sure)
* Version Number displayed on game title screen
* Issue fixed on machines where the OS has been updated (one OS installed over top of another) and has 2 registry keys that point to the users "My Documents" folder (we incorrectly used to assume the Win2000 folder, now correctly uses the last installed OS
* Crash when entering advanced display options with only 32 meg of video ram (32 meg of video ram is not supported and will only allow use of 640*480 in 16 and 32 bit
* Crash when entering advanced display options on a dual monitor machine after
* Destroyed cars now are correct colour
* Dirty cars now able to get clean
* Numpad 5 key is now mappable when re-defining controls
* Issue on all machines where certain collisions caused parts of the audio system to crash (sound effects, cutscene audio - only radio keeps going) - users know this as "Rain / Thunderstorm bug"
* Improvements to DVD streaming
* Audio problems in interior / exterior transitions and getting in / out of cars fixed
* Some fixes to ensure reverb is not present at certain save points
* Improvements to dance game timings
* Crash occuring when using "user radio files" while the frame limiter is disabled

Presumably the patched version will be shipped to stores now that it's actually M-rated. So, hooray, now the kiddies can get back to saying the f-word copiously and burying occupied porta-loos under concrete!

The way they've worded things, it almost sounds like they CAN'T remove the Hot Coffee "data" because it'll severly mess up the game. They can only prevent the patch from unlocking it, unless I've misunderstood what this patch does.

Pardon if this has been asked before, but does this mean that the sex mini-games were intended for removal in the first place, but couldn't be easily removed due to perhaps the engine's complicated nature? I don't know if that makes too much sense, but basically I'm asking if Rockstar didn't remove the content because they believed it would create way too many new bugs and general issues, so it was better to just seal it off?

And while I'm on that subject, is that perhaps why some games like Super Smash Bros. Melee have debug stuff left over in them? If customers are not meant to unlock these, why would they waste time writing this data to the disc? It must have something to do with the way the game's infrastructure works.

I think that's right; I've heard it before. They would have to re-work a lot of code to get it to work right again (not sure why).

Well if this really is the case, and of course we can never know, I really wish people would try to see it from Rockstar's point of view. I'm sure some of the same people that clamored for San Andreas to hurry up and get released were mocking Rockstar's explanations for putting the mod at fault.

But then again, Rockstar never discouraged modifications for GTA 3 and Vice City, so they should have known that this controversial material could have been unlocked. I suppose they judged the modding community's efforts as only being recognized "underground" way too early on.

Basically, it's easier to "disable" things than it is to delete them and spend a few weeks testing the whole game to ensure the deletion didn't break something else. There are all sorts of disabled things in games, like, yes, debug menus.

The patch doesn't delete the Hot Coffee stuff exactly, but rather makes the controversial character animations innaccessible to modders. So OTHER, fan made content (Like the Fear and Loathing skin and the Batman Begins car) will still work but Hot Coffee will likely make the game have a screaming fit.

Batman Begins car?

By the way, do you know anything about the "Blue" (or something like that) project for San Andreas? It was supposed to be an extended branch of Multi Theft Auto that worked for all games. But when I go to MTAVC.com now, they only talk about progress on a standalone MTA:SA. Nothing's wrong with that, I was just intrigued with the multi-purpose project.

Blue is a new way of doing GTA:VC multiplayer by "hooking" into the game EXE.

MTA:SA is Blue but in GTA:SA.

The reason it would be so hard to remove hot coffee, is because it probaly has connects in the game that are already relainted to normal material. Just flat out removing it could screw up the game, and cause it to crash because it can't find a certain file or value, even if the event seems unrelaited.

This is correct, and why much "deleted" material in games is simply disabled.
