Why the heck should they resemble the old pokemon, if they are NEW?
And you can't say the story and places lack personality, because they do in almost every pokemon game. Ruby and Sapphire's locations were WAY more unique than the older games (take the tree town for example, or Sootopolis, a town underwater =P)

The story and places in Pokemon Ruby, Sapphire and Emerald are better than those in the older games. The older games barely have a story to it.
