They've done it before, but it is accompanied with some sort of nintendo purchase, such as redeeming codes online, or preordering

There was the Master Quest, a bonus thar gave people who already beat Ocarina of Time agajillion times (like me), a challenge, and a barrel of fun.

Anyway, SP, they did release OoT Master Quest as a bonus, but it was basically just OoT with revamped dungeons. And there were a few completely new things (like COWS being embedded in the walls of Jabu Jabu's belly).

But it was never released in America, until the bonus disc. In fact, I never even heard that it was released in Japan, until the bonus disc came out.
