It’s not a DS style pad but rather a couple of spinning widgets inside a traditional pad that cause rotational resistance. Much like if you spin a bike wheel and you get that mysterious centrifugal effect. Like an invisible force that gives the pad rotational resistance.
The magazine reads:
It's revolutionary in the same two senses that controller rumble is/was revolutionary: first, it's kind of actually not a huge deal, but controllers will eventually all have it because it is pretty neat; and second, it involves revolving. Simply, the Revolution controller will provide resistance to being tilted. No doubt this is done by some application of a tilt sensor such as the one in WarioWare: Twisted combined with rumble technology.
After all, rumble is just done by some off-balance widgets inside the controller spinning really fast. If they were balanced, they could provide enough rotational inertia— the same thing that makes bikes and motorcycles harder to tilt the faster they're going— to perform this trick.
The "could" is why Nintendo hasn't come out with it yet. Yeah, they say they don't want it to be copied, which is valid because I'm sure it will be, just not anytime soon. What's really happening is Nintendo is trying to make this work with wireless controllers, finding the optimal trade-off between spinning the widgets fast enough to produce a good, strong effect and keeping the controller from eating batteries too quickly. Oh, and it has to be cheap and reliable, too.
Why this isn't just another Revolution rumour: I'm hurt, I really am. You think I would do that to you? Well, even if you don't believe me this time, I'm betting you will in the future. So there.
So there you have it, if you believe them that is. How revolutionary this will prove to be really is hard to tell before we actually get to try it out and see how it will I impact gameplay.

Here is why that's not what is inside the Revolution controller:
- moving pieces are a no no for saving battery life. All Revolution controllers are going to be wireless by default, this much we know; Nintendo has said they were all about making a cheap and efficient system, something that can physically resist your motion doesn't make sense for saving battery life. - Nintendo has said this controller will be cool; something many non-gamers will want to touch. You've ever been near a DDR machine at your local arcade? Notice how only experts or doomed couples are playing; many people stand back and watch, they're in fear of being embarrassed, the same has been true with any motion sensor technology including the Konami motion sensor games, Eye Toy, and the like. - Miyamoto said that the Revolution's controllers feature an existing technology that is easily copied, the sort of thing he's sure can be emulated as quickly as the N64 rumble pak spawned the Dual Shock controller. In other words, something Microsoft or Sony would want in their controllers v2.0 as soon as possible. Adding weight to the controllers, lessening battery life, and generally adding in a feature that would be more complex to use than force feedback (few games make conscious directional decisions, usually the controller just shakes at different forces. Unlike Star Fox 64 or some other older titles where force feedback was more than just an amenity, and more so an immersion element)
