Yes. The decal is on the front of the kart as well as then the icon above a character appears reading off the name with the decal fallowing it.

I've attached my Mario Kart DS: Decal Maker made in Multimedia Fusion.

Use Player 1's directions to move the cursor, and press Fire 2 to "drop" a pixel of that color in the position you're at.

You can place the cursor with the mouse by holding down left click in the drawing zone. It's kind of wonky, but it's functional.

Also, I realize it may be kind of small, so hit 1,2, or 3 respectively to change the zoom. You can also resize the window on your own (drag by the corners) if you'd like.

After your design is done, just hit spacebar to capture your decal and save a BMP of it.

You can convert any image to a decal with that. Not sure how saavy it is, but doesn't really matter considering how much more awesome its function is.

Well, from discussing it with Delmore, I believe that will be the only palette.

There's no mention of another palette in the official information, and it makes sense to have a simple palette in order to keep the decals smaller in filesize. Think of it like an AIM buddy icon, you want it to transfer very quickly and get into the game as fast as possible.

That said, there may be additional palettes, but it seems unlikely.

It works great for converting simple sprites, though.
