I'm going to assume you're using Windows XP. If you're not, this solution probably won't apply (allthough it might).
Go to your control panel. Open "Add or Remove Programs" Click "Add / Remove Windows Components" on the left Select "Accessories and Utilities", then click the Details button. Select "Accessories:, then click the Details button. Check the "Paint" box at the bottom. If it's checked, then uncheck it, save, and repeat the process to re-enable it.
You may need your Windows CD on hand.
