Are you sure they're not output ports?

GC to a PC?

Why would you want to do that in the first place?

Anyways, if that really is a capture card in your computer, then if the hardware's already detected you would open a program like Windows Movie Maker and select it as an input device in order for it to display the video device you've connected to your computer.

I'm sure there are other programs that will display your device without needing to use movie editing software, and in fact your computer may have come with software for it to do so.

However, if those ports are really output, then you can test by hooking up composite cables (I assume you're using a composite connection) coming from your computer to the input on your VCR or TV.

Sounds like you have a TV tuner card then.

In which case, you'll have to find the software that came with it and use that to receive input or use something like Windows Movie Maker.
