Are there any Sega CD emulators that run the game directly from the disk drive? I have a Sega Saturn emulator that does exactly that.

I think you have to download the Mega/Sega CD BIOS for a genesis/megadrive emulator, then just download the ISOs. I can't say for sure since I'be not done it before, but I don't think there's any standalone Sega/Mega CD emulators around. I'm also not sure if that will let you play them straight of the disks or not.

Some Genesis emulators support running Genesis ... Sega CD* games directly off of the disk drive, but yes you will likely need the BIOS for it

It's called Gens I believe, i've used it for Sonic CD and Knuckles Chaotix.

don't all emulators for cd-based consoles have this?

and yes, gens is indeed good at sega cd emulation

Here's a few emulators that should run Sega/Mega CD games. Obviously, the only ones that will run the Sega/Mega CD stuff are the ones that have the BIOS' downloads with them.
