Why it look like that?

Can some one Fix the GIF Plz?

Heres a PNG:user posted image(<--it shuld look like that But transparent.)


AND yes i HAVE try'd Fixing it my self. (i can't do it on THIS computer)

i use the same program i allways use.
but this is the first time it happend.

the gif was aculy fine. it turnd out like THAT when i uploaded it.
