There is no rule, but there was also no rule about submitting Game Maker games before we even knew of Game Maker.

You should make an "other" category for games created by programs that aren't used as often as TGF/MMF and GM

... like ZZT games yes

EDIT: they aren't even categorized by the game-making program are they
