Yes, but you'll have tons of variables flying everywhere and the game will take forever to load upon opening the EXE.

I suggest RPG Maker, it's much more efficient in resources.

What Golem said is right, I've played an RPG made with GameMaker and it practically locks my computer up!

Yes.

However, to my knowledge all variables or databases are declared and loaded the moment you run the progam, which is its only undeniable flaw.

Therefore, your RPG will have loading times like Mask of Eternity.

If you are VERY good with Game Maker you can organize your variables so that it loads fast enough.
But if you really want to do an RPG you should get RPG Maker.
I suggest 2000 or 2003, not XP (XP needs better graphics and doesn't give the good old RPG feeling)
2003 also needs more graphics than 2000 that's why I recommend 2000 for beginners.
I would recommend Game Maker for RPGs only if you are a real Master of GML and if you plan to include stuff the RPG Maker can't do like 3D rooms or a special fighting system.

Bottomline to answer your question:
Yes GM can do it, but better get RPG Maker 2000/03 for this.
