...fuse voices with music? Similar to how some ytmnds have those. Like N*gga stole my bike mixed with the Punchout song, SMRPG with Robot's voice, etc

If you mean fuse parts of audio files together, then any good audio editing program should let you do that.

If you mean do all the work and change everything to go in tune with the music, probably not. And if there is one it will most likely not be very good.

GoldWave is capable of pitchbending while keeping tempo

However, this is not nearly as good as having a soundcard pitchbend for you
