I use a combination of RAD Video Tools, Microsoft GIF Animator, and Windows Movie Maker 2.

Unfortunately, you're unable to get the last part of my "formula," so I'm not sure my advice would be of any help.

WMM works fine for making clips (I wasn't able to slow the thing I made before, but I was able to get a clip of it and put music over and and everything)

DB, you got about a gig of RAM? amirite?

Use that. and save the exe somewhere. after using it, it'll create a shots folder. import the folder to that animation program that comes with Photoshop.
