While I can see your reasoning, I don't agree with you, if only because I would be affected by your (Indignation) Judg(e)ment.

In some towns, and some entire countries, they have a law that states that not attempting to stop an unlawful act is unlawful in itself.

But we don't have that law here, now do we?

There's no written rule against phishing for passwords. Closest thing to that is the Additional Note against HTML abuse (which is not really close at all).

This supports my point anyway. The rule saying that rulebreaking must be reported could have been added years or seconds ago (or never).

I thought it WAS HTML abuse

Of course this is probably the reason why MM was pushing for those Wifi card things

he probably knew how to exploit the iFrames they used
