It's probably just because it's in development, but there are some parts where there are no background objects at all, just the backdrop. I see it impossible as Luigi was more trouble than worth to his partners, according to what his partners said about him in Thousand Year Door. Or maybe it would be an exaggerated version from Luigi's point of view.
