Whether it goes anywhere or not has little to do with how choppy it looks...

But if he only wants two frames, that's not a problem; hell, most Mario sprites only have three.

Actually when it's moving it distracts the user from the animation of the sprite more than being still, especially in-game cause you're generally watching out for enemies coming at you rather than how toad's feet move

Of course. But why should this encourage you to make underframed sprites on purpose? I'd definately notice in my periphery the same two frames over and over. If you add another frame, and add the second again at the end (to make four) like with other Mario sprites, it won't be so noticeable.
